Moves a target to another column of the pipeline. Needed parameters: target_id path parameter and request body with the new status (target, contact_made, negotiation or won). Purpose: keep the pipeline in step with what happened outside it - a call answered, a deal signed. Moving a target restarts the counter of how long it has been sitting in that column; moving it to the column it is already in changes nothing.
